Safe minification
Some spaces in CSS carry meaning: .menu a is not the same as .menua, and calc(1px + 2px) breaks without its spaces. The minifier knows where spaces matter and removes only the rest.
License comments starting with /*! are kept, as many licenses require.
The result shows how many bytes were saved, so you can see right away whether minifying a file is worth it.

No. Minifying removes comments, line breaks and spaces only. Names stay readable and the code behaves exactly the same, which makes it safe for any file.
Why are some line breaks kept in minified JavaScript?
JavaScript treats some line breaks as the end of a statement. Where removing one could change what the code does, it is kept.
